Hollyhand Development, LLC brings a combined 50 years of experience working with all facets of affordable housing development including extensive experience developing, financing, constructing and managing housing utilizing financing through the low income housing tax credit program. We have successfully developed more than 30 projects using tax credits. Included among these projects are 11 phases of public housing redevelopment, comprising over 1000 units (this includes projects under construction and projects financed with 4% tax credits).


We have an excellent track record in obtaining 9% allocations on PHA redevelopment projects in Alabama, by far the most critical financing tool in PHA redevelopment. We have raised well over $150 million in equity for public housing redevelopment projects in Alabama and been successful on ten of twelve 9% LIHTC applications it has submitted in Alabama for public housing redevelopment projects (both mixed finance and RAD). Overall, we have been successful on 13 of the last 16 9% LIHTC applications (including 2018). These phases comprise 5 separate public housing community redevelopments efforts.



Our skill set includes:


•  Utilizing the 9% and 4% tax credit program public housing


•  Working with HUD Field Office, RAD and Mixed Finance Officials;

•  Analyzing and selecting sites based on construction, market,

    and selection criteria concerns;

•  Developing detailed development and construction budgets

    for public housing redevelopment;

•  Working with housing finance agencies and other sources

    of financing including sources of HOME funds and Federal

    Home Loan Bank Affordable Housing Program;

•  Commissioning market studies;

•  Working with HUD officials to produce appropriate tenant

    relocation plans and obtaining Site and Neighborhood approval;

•  Analyzing letters of intent from potential equity investors

    and closing partnership agreements securing tax credit equity;

•  Overseeing and completing construction and any required

    demolition in accordance with tax credit program time tables;

•  Transforming current public housing sites and developing

    replacement housing offsite; and

•  Managing properties in compliance with tax credit and

    applicable HUD requirements.

    Mr. Yerby has over 14 years of experience in all aspects of affordable housing finance and development. In addition to successful multifamily development experience involving both rural and urban projects, historic redevelopment and redevelopment of troubled public housing authority complexes and broad experience working with a wide array of financing structures -- Low Income Housing Tax Credits, HOME funds, HUD financing, construction and permanent financing sources, single family mortgage products, CDFI Fund programs, to name a few. Prior to his position with Hollyhand Development, he served as Director of the Fannie Mae Alabama Community Business Center, Senior Counsel for the Financial Services Committee of U.S. House of Representatives and associate attorney with Sutherland, Asbill and Brennan in Washington, D.C. He has also served as Chairman of the Board of Trustees of the University of Alabama Center for Real Estate and as Chairman of the Alabama Homeownership Consortium. Mr. Yerby is a graduate of Samford University in Birmingham, AL and the University of Chicago Law School, where he served as an Associate Editor of the Law Review.

    Douglas Hollyhand is a leading developer, contractor, and manager of affordable housing properties throughout the Southeastern United States. Mr. Hollyhand received his Business degree from The University of Alabama in 1969 and has been part of the development and construction industries since 1972, forming the family owned businesses, Doug Hollyhand Realty, Inc., and the Hollyhand Companies, Inc. of which he is Vice President. He has built over 130 individual multifamily properties comprising in excess of 9,000 apartment units and the management company currently manages 95 apartment properties comprising over 5,000 units. Mr. Hollyhand acted as developer on 35 of those properties, and his portfolio of developed, constructed, and managed properties includes no foreclosures. Mr. Hollyhand will assist with all aspects of development, in particular the development of construction budgets, provision of financial guarantees, and interaction with architects.

    Brian Hollyhand serves as President of the Hollyhand Companies, Inc., a company specializing in affordable housing property management. Mr. Hollyhand is primarily responsible for operations analysis, coordinating management decisions, investor/owner relations, and development. He is a graduate of The University of Alabama where he earned a degree in Small Business Management. Mr. Hollyhand holds a Real Estate Associate Broker’s license in the State of Alabama and the C12P designation as a Certified Tax Credit Compliance Professional.

    Marcella Roberts is a 30+ year, career professional in community, economic and professional development.  Marcella currently serves as Vice President of Development with Hollyhand Development, LLC. Hollyhand Development is a low-income housing tax credit development company based in Alabama.


    Marcella spent many years in corporate banking in sales, community reinvestment and community development. In addition to banking, Ms. Roberts was the Senior Deputy Director of the Alabama Partnership Office for the Federal National Mortgage Association (Fannie Mae). Working in partnership to oversee the statewide initiatives in Alabama, Marcella was responsible for partnerships with lenders, Realtors, non-profit groups, housing organizations and affordable housing developers to meet the housing needs of underserved communities while promoting Fannie Mae’s Housing and Community Development Initiatives also in rural Mississippi and Arkansas.


    Having earned a B.S. in Business Management/Marketing at Stillman College and Juris Doctor (JD) at Miles Law School, Marcella is a member of the Alabama State Bar.


    Having committed her life to helping improve the lives of others, Marcella currently serves on the Board of Directors of REV Birmingham, Down Syndrome Alabama and the Greater Southeast Affiliate of the American Heart Association.

    Riley Hollyhand has been involved with the construction side of the company for over 20 years as a superintendent, project manager and now vice president.  His field experience in the single-family, multi-family and commercial industries has helped him gain the knowledge necessary to oversee daily activities of multiple projects, a large workforce and an integral staff.  For over 12 years, he’s been a member of Hollyhand Development, LLC where he’s been a part of the development team for two HOPE VI projects and over 20 tax credit/HOME deals.
